This a java class that I created and it parses sms according to
the GSM 03.40 specifications. Currently it only supports 7 bit
alphabet encoding. It also support custom user headers for
concatenated messages. In the zip folder there is the source
code with an example of usage, the compiled classes as well the
javadoc documentation
